A.  whereas in the context of the discharge procedure, the discharge authority wishes to stress the particular importance of further strengthening the democratic legitimacy of the Union institutions by improving transparency and accountability, and implementing the concept of performance-based budgeting and good governance of human resources;

+ 17.  Recalls that since Russia began carrying out an illegal, unprovoked and unjustified full-scale war of aggression against Ukraine on 24 February 2022, the Union and its Member States have pledged assistance to Ukraine and its people; recalls the ammunition initiative which initially aimed to provide one million rounds of 155 mm shells to Ukraine by March 2024 but delivered only approximately half of that amount by that date; urges the Commission and the Member States to significantly accelerate the manufacturing, procurement and delivery of ammunition to Ukraine without delay; points out that the Ukrainian government has requested its European allies to supply Ukraine with 7 out of around 30 Patriot anti-missile systems available in the Member States to more adequately protect civilian infrastructure against the Russian aggression; regrets that to date only one Member State has pledged an additional system and urges the European Council to expedite the decision-making process and allocate resources to provide Ukraine with the necessary air defence capabilities; underscores that Parliament will not grant discharge to the Council for failure to implement Parliament’s recommendations and for as long as the necessary support for Ukraine is not adequately budgeted; reaffirms its solidarity with Ukraine and emphasizes the importance of decisive action by European leaders to address the urgent security needs of our Ukrainian partners;

22.  Regrets that the decision-making process in the Council is still far from fully transparent, which affects the citizens’ trust in the Union as a transparent entity and thereby jeopardises the reputation of the Union as a whole; recalls and supports the recommendations of the Ombudsman regarding the transparency of the Council legislative process in strategic inquiry OI/2/2017/TE; urges the Council to take all the measures necessary to implement the recommendations of the Ombudsman and the relevant rulings of the Court of Justice of the European Union without undue delay; reminds that the General Court in its judgement in Case T-163/21, De Capitani v Council, underlined that clearer legislative transparency would be needed from the Council in order to ensure access to legislative documents, corresponding to the Council’s obligation in terms of public scrutiny and accountability of the co-legislators as the basis of any democratic legitimacy;

23.  Regrets that the decision-making process in the Council is still far from fully transparent, which affects the citizens’ trust in the Union as a transparent entity and thereby jeopardises the reputation of the Union as a whole; recalls and supports the recommendations of the Ombudsman regarding the transparency of the Council legislative process in strategic inquiry OI/2/2017/TE; urges the Council to take all the measures necessary to implement the recommendations of the Ombudsman and the relevant rulings of the Court of Justice of the European Union without undue delay; reminds that the General Court in its judgement in Case T-163/21, De Capitani v Council, underlined that clearer legislative transparency would be needed from the Council in order to ensure access to legislative documents, corresponding to the Council’s obligation in terms of public scrutiny and accountability of the co-legislators as the basis of any democratic legitimacy;
